3. WHAT IS THE DIFFERENCE BETWEEN LEO AND CIVILIAN SOCIETY GROUP ? :
   • Perbedaan antara LEO dan Masyarakat sipil terletak pada kewenangan dan tanggung jawab pada hukum. LEO memiliki kewenangan untuk menegakan hukum, melakukan penangkapan, menyelidiki kejahatan dan kekuatan(yang wajar) bila diperlukan untuk menjaga ketertiban umum. Namun LEO juga harus menjalankan ketertiban dan kewajiban seperti masyarakat sipil karena ia juga bagian didalamnya
     
     Sementara Masyarakat sispil adalah warga negara biasa yang diharapkan untuk mematuhi hukum, tetapi tidak memiliki Otoritas atau kewenangan untuk menegakannya.
